Our History and Mission
In response to the growing threat of the use
of Weapons of Mass Destruction (WMD), a major effort was launched in 1998 to
properly organize the most effective scheme for Regional Counter-Terrorism Task
Forces. Initial organizational attempts overlaid boundaries of both federal
(Federal Bureau of Investigation, Environmental Protection Agency, emergency
planning zones for nuclear power plants) and state (police, medical,
environmental, National Guard, health and emergency management agencies). This
attempt was given a lower priority than the efforts of the counties to define
the groupings by their natural mutual aid alliances. The emphasis has been
predicated on a “bottoms up” approach with ownership built-in to foster success.
This caused some initial shifting of selected counties from one Regional
Counter-Terrorism Task Force to another. Natural boundaries now are in effect.
The objectives of the program are:
- Develop county task forces
- Develop Regional Counter-Terrorism Task Forces
- Integrate federal/state/county response
- Institutionalize mutual aid in the region
- Establish standing regional response groups
- Encourage regional networking
